Changes to CIDA's Contracting Regime
The Canadian International Development Agency (CIDA) has recently announced changes to its contracting regime. Key changes include:
- open competition for development projects;
- universities and other groups are now allowed to apply (previously restricted to the private sector);
- streamlining the bidding system by eliminating the pre-qualification stage;
- requirement that standing offers be made on a competitive basis through the Open Bidding System.

New Electronic Links with Africa and Asia
The Canadian Bureau for International Education has set up two new electronic listservs, CANASIA and CANAFRICA, to facilitate communications between Canadians and those involved in post-secondary education at colleges, technical institutes and universities, as well as organizations and associations in Africa and Asia.
The purpose of establishing these interlinks is to increase exchanges of students, administrators, researchers and institutional cooperation in general between Canada and Africa and Asia. As usual, the procedure to subscribe is to send the following message to one or both listserv addresses: "Subscribe CANASIA or CANAFRICA ." The addresses are the following:

Funding Opportunities
CIDA's Development Information Program
CIDA has launched this year's Request for Proposals to the Development Information Program. It is mandatory that submitted proposals:
- encourage public understanding of international development issues;
- emphasize the important role and unique contribution Canadians make in developing countries;
- focus on one of Canada's official development assistance priorities, with preference given to Basic Human Needs and the Environment;
- reflect CIDA's mandate.
The program welcomes projects for broadcast (television/community radio) and multiple media activities. It also encourages partnerships, especially if they involve young producers working with more experienced ones. DEADLINE is April 2, 1997, 2:00 pm.
Chinese Studies: Faculty Research Awards
The Ministry of Education through the Taipei Economic and Cultural Office has made available five awards to Canadian faculty members wishing to undertake research on Taiwan, or on aspects of Taiwan's relations with Canada. The award includes return airfare to Taiwan and living allowances for up to three weeks. DEADLINE is March 31, 1997.
Canada-Latin America Research Links Program
Only the Faculty Travel Grant component is open for the next selection. It provides partial support for faculty members to travel to Latin America for one to four weeks, to establish or consolidate research collaboration. DEADLINE is April 15, 1997.
